Ah. There are a couple of ways to skin these cats.
Click on the Blogger icon at top left of any main page to log in, and that'll take you to one of the entry points. There will be two icon links right beside the blog name, one to create a new posting, and one to "change settings".
As long as you're logged in, you'll get an edit pencil icon at the bottom of every main posting on any blog you are a "member" of. A click there takes you to the "central hub". You start at a page that lets you edit the post you clicked on, but there's an immediate and obvious link that lets you create a new one. Other than the entry point, this is pretty much the same as the "change settings" link I mentioned above.
You can change just about anything you want to change, from template settings to RSS (or, rather, Atom) feeds. You will want to visit the template -- near the bottom, you'll find the sidebar area that contains the links to other sites. Right now, they'll have a dummy URL and "Edit Me" as text. Grab one, copy it, and paste-n-edit until you get tired of the game.
Once you've done it a time or two, it becomes second nature. I will admit, though, that they could have made things a bit more obvious -- like maybe creating a login link that's labelled, oh, let's say "Log In".
